This sounds a lot like hamburger helper!
Chili Cheeseburger Casserole
5 servings/6 points each
1 lb. ground beef
1 (15 oz) can FF chili
1 c. hot water
1 (7 1/4 oz) box macaroni & cheese
1/2 c. diced onion
1. Spray skillet w/cooking spray
2. Combine all ingredients in skillet over high heat.
3. Bring to boil; stir frequently
4. Reduce heat to low boil
5. Cover & cook for 8 minutes; stir occasionally.
This recipe doesn't say to brown the hamburger first, but I think I probably would; I don't know that it would get cooked in just 8 minutes...
